Specifically, use Figures 1 & 2 and Table 1 in the Godschalk article to organize a discussion of the conflicts that are addressed by the two planning visions. Why are the property and development conflicts inherently more difficult to address than the resource conflict? What might planners do in a general sense to try to resolve these conflicts and how might they help transform social equity into a primary value to drive the sustainable development vision?
