Some procedural rules for adopting the annual budget law can be specified in the BSL, including the maximum budget debate time in parliamentary committees and plenary sessions and the priority given to draft budget laws (in some countries, the constitution or a law establishes that the adoption of the annual budget has higher priority than the passing of other laws). When there are bicameral legislatures, the respective budgetary responsibilities of each chamber should be clarified in a law. Detailed budget adoption procedures would normally be specified in the legislatures’ internal regulations, which, for example, could specify the authority of the legislature’s internal budget committee and the budget responsibilities of the legislature’s sectoral committees.
