For the paper, you will conduct research and state your issue in the form of a debate question, taking a particular side. For example, “The U.S. Food and Drug Administration should ban bisphenol A in food packaging.” This is not a paper where you write about the history of food remedies etc. For the paper you will identify a problem where there may be a need for government intervention or perhaps industry regulation.
Research both the PRO side of the issue and the CON side of the issue. Take the part of an objective observer and sort out the parts of each side of the argument that are based on fact, on emotion, or on assumption. Find out what each side has in common and where and why each side differs. Your argument should be supported with research on consumer rights and responsibilities, market imperfections, market failures, self-regulation, or other appropriate consumer protection concepts found in scholarly material. Finally, defend the stand that you have taken on the issue. Describe the specific changes that should be made and who should have jurisdiction. Your recommendations should be based on facts and you should cite scholarly, published material. Report your findings in a 4-5 page paper, typed, double spaced (12-point font), with 1″ margins.
